What do you need to be a training provider in the UK?

Nothing at all for unregulated commercial training — there is no equivalent of the French déclaration d'activité or Qualiopi, and anyone may sell a course. What gates the funded and accredited markets is specific. To award regulated qualifications you must be an approved centre of an awarding organisation recognised by Ofqual, with an approval visit, standardisation and external quality assurance. To deliver apprenticeships you must be on the Register of Apprenticeship Training Providers and hold an ESFA funding agreement, and you will be inspected by Ofsted. Publicly funded adult education carries the same inspection regime. Sector schemes add their own: CITB and NEBOSH in construction and safety, first aid training under HSE guidance, food hygiene through recognised awarding bodies.
