What regulations apply to a UK dive centre?

The one that surprises people is that your instructors are at work underwater. The Diving at Work Regulations 1997 apply to diving carried out at work, and recreational instruction falls within them: the HSE's Recreational Diving Projects Approved Code of Practice sets out the diving contractor's duties, a written diving project plan, a competent supervisor, a first aider, oxygen and emergency arrangements, and medical fitness certification for the working divers — your customers are not divers at work, your staff are. Alongside that, a boat carrying passengers for reward is a small commercial vessel requiring MCA coding and a qualified skipper, cylinders fall under the Pressure Systems Safety Regulations 2000 with periodic testing, and compressor air must be tested.
