The reference is HSG179, the HSE guidance on health and safety in swimming pools, which requires a written Normal Operating Procedure and an Emergency Action Plan, adequate supervision with the risks of your specific activity assessed, and staff trained to the pool's rescue standard — an instructor teaching from the poolside is not automatically a lifeguard. Water quality follows the Pool Water Treatment Advisory Group standard, with testing records. Add an appropriate teaching qualification, public liability insurance and, if you work with children, an enhanced DBS check.
