Do you need a licence to run a riding school in the UK?

Yes, and it is one of the few genuinely compulsory sporting licences in the country. Under the Riding Establishments Acts 1964 and 1970 it is an offence to keep a riding establishment — hiring out horses for riding or for instruction in riding — without a licence from the local authority. The licence follows an inspection by an authorised veterinary surgeon covering the health and condition of the horses, the suitability of tack and premises, forage and water, supervision, and the required public liability insurance; it is renewed annually and may be provisional at first. Livery alone is not licensable, and neither is teaching on a client's own horse — but the moment your horses are ridden by paying customers, it is. Add BHS or ABRS approval, which insurers and parents look for, and an enhanced DBS check for work with children.
