What licensing does a UK venue need?

It depends on what happens inside, and the distinction is operative. A room hired for a private meeting follows your planning use, your lease and a fire risk assessment under the Regulatory Reform (Fire Safety) Order 2005, with a stated maximum occupancy. The moment there is alcohol, or regulated entertainment for an audience, the Licensing Act 2003 applies: either a premises licence with a Designated Premises Supervisor, or a Temporary Event Notice for occasional dates, limited in number per year and per premises. Recorded and live music were partly deregulated for smaller audiences at certain hours, but licence conditions on noise and hours still bind, and environmental health can serve an abatement notice regardless.
