What obligations does an amplified music venue have?
Noise, first and always. Under the Environmental Protection Act 1990 a local authority must serve an abatement notice where noise amounts to a statutory nuisance, and breaching one is a criminal offence with equipment seizure available — complaints from neighbouring residential property are what close rehearsal rooms. Acoustic isolation, a noise management plan, limits on hours and a keep-doors-closed policy are what you will be asked for, and it is worth commissioning an assessment before a complaint rather than after. Separately, the Control of Noise at Work Regulations 2005 protect your own staff, with exposure action values and hearing protection. Add a fire risk assessment, PAT testing of backline, and public liability insurance. Rehearsal is private use and needs no performance licence, but putting on gigs open to the public changes everything.
