What does a UK children's entertainer need?

The trade is unregulated, but three things decide whether you get booked. An enhanced DBS check with the children's barred list: working with children at parties and in schools is regulated activity, and schools and nurseries will not let you in without the certificate — note that as a self-employed entertainer you cannot request your own enhanced check and must go through an umbrella body or an agency. Public liability insurance, which every venue asks to see. And a written risk assessment, particularly if your act involves fire, balloons filled with gas or animals — performing with animals brings its own licensing under the animal activities regulations, and helium is a compressed gas with storage rules.
