What safety rules apply to a UK high ropes course?

There is no single licence. Adventure Activities Licensing covers caving, climbing, trekking and watersports provided commercially to under-18s, and aerial ropes courses generally fall outside it — which means the Health and Safety at Work etc. Act 1974 and your own competence regime do the work. In practice the standard is EN 15567 for ropes course construction and operation, with an annual inspection by a competent person, documented daily checks, rescue procedures that can be demonstrated, and trained instructors at defined ratios. Personal protective equipment is subject to inspection and record keeping. Schools will ask for the Learning Outside the Classroom Quality Badge or will run their own provider assessment before booking.
