What rules apply to dry cleaning machines in the UK?

Dry cleaning using perchloroethylene is a Part B installation under the Environmental Permitting (England and Wales) Regulations 2016: you need a permit from your local authority, which sets solvent consumption limits, machine standards, leak testing, record keeping and an annual solvent mass balance, and inspects you. Operating without a permit is an offence. Perc is also a hazardous substance under COSHH with a workplace exposure limit, waste solvent and still residues are hazardous waste requiring a registered carrier and consignment notes, and machines must be maintained to prevent emissions. Alternative solvents may fall outside the permitting threshold — check with your council before changing.
