What licensing does a UK spa need?
Two strands. On the water, the HSE's HSG282 on spa pools and the approved code of practice L8 on legionella set the standard, with the Pool Water Treatment Advisory Group's technical guidance alongside; testing records are what an environmental health inspection asks for first. On the treatments, licensing is local: in a London borough a special treatment licence under the London Local Authorities Act 1991 covers massage and beauty treatments and their practitioners, while outside London it varies by council, and electrolysis and piercing require registration under the Local Government (Miscellaneous Provisions) Act 1982. Add a premises licence under the Licensing Act 2003 if you serve alcohol.
