Do you need a licence to groom dogs in the UK?
No. Grooming on its own is not a licensable activity under the Animal Welfare (Licensing of Activities Involving Animals) (England) Regulations 2018 — unlike boarding or day care, which are. So no licence, no protected title and no required qualification, though City & Guilds and iPET Network awards are what insurers and clients look for. What does apply is the Animal Welfare Act 2006 duty of care: heat, restraint, muzzling, drying cabinets and matted-coat decisions are all welfare questions, and causing unnecessary suffering is a criminal offence. Hold care, custody and control insurance covering the animals in your charge, get written consent for clipping off a matted coat, and note that if you start keeping dogs for the day beyond grooming, you cross into licensable day care.
